The Hon. Colin Brooks MP was appointed the Minister for Industry and Advanced Manufacturing in December 2024. He is also the Minister for Defence and Minister for Skills and TAFE.
Colin was first elected to the Victorian parliament in 2006 as Member for Bundoora. Since then, Colin has held several roles including Minister of Development Victoria, Minister for Precincts, Minister for Housing, Minister for Multicultural Affairs, Minister for Disability, Ageing and Carers, and Minister for Child Protection and Family Services. He has also served as Shadow Parliamentary Secretary for Education, Parliamentary Secretary to the Premier, and Speaker of the House as well as being an active member on Parliament’s Education and Training Committee, Law Reform Committee and the Scrutiny of Acts and Regulations Committee.
Prior to being elected to Parliament, Colin was a qualified electrician, working on large building sites and in railway workshops. He then worked for several Government Ministers before being appointed as Councillor at Banyule City Council from 1997 to 2005 and Mayor of the City from 1998 to 1999 and 2001 to 2002.
Colin holds a master's degree in communications from RMIT University and lives in his electorate in Melbourne’s suburbs with his wife and children.

As National Sales Executive at Clayton and a leader in the modern manufactured housing industry, Ramsey Cohen leads efforts to maintain and strengthen the company's position and relationship with government professionals, non-profits, and other single-family housing stakeholders.
His work focuses on changes to zoning laws and regulations that impact modern manufactured and off-site homes, paving the way for more attainable and sustainable housing options. With eighteen years of experience in the real estate and modern manufactured home industry, Ramsey has strong expertise in relationship building, marketing, and communications.
Clayton Homes is the largest builder of manufactured housing and modular homes with over 350 home centres in the US; it’s combined revenue across all its divisions is US$50 billion a year. In 2003, the multinational conglomerate holding company Berkshire Hathaway, famously led by investor Warren Buffett, acquired Clayton Homes for $1.7 billion. In 2025, Clayton’s Cross Mod and Hybrid Mod homes were on display at Berkshire Hathaway’s famed annual shareholder meeting in Omaha.
A lifelong resident of Knoxville, Tennessee, Ramsey is deeply committed to the community where he was raised and where he continues to live today with his two sons. His professional mission is closely aligned with the Clayton value and goal of "Opening Doors" to a better life for others, as he works to ensure that quality housing remains accessible for families across the country. He embodies the value to "Be a Home" by championing work-life balance and fostering a supportive environment for his team and partners alike.
Ramsey’s dedication to Clayton's company value of "Do Good" has, in part, led him to serve his own community. This is reflected in his involvement with multiple local organizations. He serves on the boards of the Blount County Chamber of Commerce and the Ijams Nature Center, and has previously contributed his time to the Cystic Fibrosis Foundation of Tennessee and Big Brothers, Big Sisters of East Tennessee. He also serves as a regular local and state political commentator and contributor for WBIR-TV, providing insight into the issues that shape the region.
In his professional and personal life, Ramsey strives to drive change
through advocacy and volunteerism. Outside of his work in housing development, he enjoys traveling, attending live music performances, and supporting University of Tennessee athletics. Above all, he remains focused on creating a positive impact in his community and for his family.

Chief Executive officer, Australian Building Codes Board (ABCB)
Adrian has nearly 30 years’ experience across the public and private sectors, working in the built and natural environments. In December 2025, Adrian joined the Australian Building Codes Board as CEO having previously been the Chief Engineer for the ACT and having senior leadership roles in the private sector.
Adrian is a strong believer in the value that infrastructure provides to community wellbeing and Australia’s productivity. He is passionate about the role we all play collectively to deliver world-class buildings and plumbing and drainage solutions.

Alison Scotland is the Chief Executive Officer of the Australian Sustainable Built Environment Council (ASBEC), a national forum of peak bodies in the Australian built environment, focused on achieving sustainable, productive, and resilient buildings, infrastructure, communities, and cities. She drives a powerful collaboration agenda with industry, government and not-for-profit leaders to develop national policy and technical solutions that enhance the built environment.

Tobias Schaefer has 16 years of experience in onsite and offsite construction, spanning technical advisory and international business development roles. His expertise focuses on modern methods of construction and
prefabrication.
Tobias leads a global prefabrication business development team that collaborates closely with prefab companies and the wider ecosystem across Europe, the Americas, Asia, and Australia. At ARDEX Group he drives innovative finishing solutions that support scalable modular construction worldwide.

Chief Operating Officer, randek robotic division (sweden)
Ola has 30 years’ experience in advanced industrial automation, including mechanical engineering, product development and project management of large-scale projects. He joined Randek in 2013 as a head of their projects department and became Chief Operating Officer in 2018.
Randek is one of the world’s leading suppliers of high-performance machines and complete systems for effective house manufacturing. With 90 percent of the production being exported from our factories in Sweden, Randek is a global supplier of complete systems. The
robotics division that Ola heads up combines innovative cutting-edge industrial robotics with Randek’s proven machine technologies, creating bespoke solutions for their customers. Since Randek brought this industrial robotics experience to prefabricated housing at scale, it has revolutionized major parts of the construction industry and sparked the way for the next generation of equipment and data handling in an industry that has not matched the progress of other industries when it comes to adopting modern methods of manufacturing.
Jan Gyrn

As CEO, Director & Co-Founder, Jan has led Modscape + Modbotics from its founding to become a leader in Australia’s modular construction industry.
Driven by passion for design innovation, sustainability and industrialised construction, Jan has defined the brand, values, and capabilities that underpin Modscape + Modbotics today. He is involved in daily direction of the business, overseeing design, operations and business
development. With extensive experience across modular design, construction and architecture, he brings a solid understanding of complex projects at scale, paired with strategic thinking required to translate ideas into successful outcomes.
Jan is also a Founder of prefabAUS, the industry association established to develop and advance the prefabricated construction industry in Australia.
Andrew Dunn
Chief Executive Officer,Timber Development Association
Andrew has 41 years of experience in the building industry, with the last 36 years within the timber sector and 26 years as CEO of TDA.
He is educated in Civil/Structural Engineering from the University of Sydney and has a Master of Timber Engineering from Central Queensland University.
Andrew’s work within the timber industry has been at the market end of the supply chain. Focusing on the needs of the construction sector and matching the capacity or ability of the timber industry to meet these needs.
Technically based, he has represented the industry on numerous committees from Standards Australia, Industry Standards, the Building Industry, the Government and timber industry boards and panels. He has co-chaired two international timber industry networks on promotion and marketing and the fire-safe use of timber buildings. Recently, he has led the Future Framing Initiative.
He has extensive knowledge of fire and sound timber technology and introduced cross-laminated and mid-rise timber-framed building systems to Australia.
Andrew Morrison

Andrew Morrison is Head of Modular at Kapitol, bringing more than 20 years' experience across Australia's property and construction sectors. He leads Kapitol's national modular strategy, embedding volumetric modular construction as a core delivery capability across Build-to-Rent, student accommodation, hotels and data centres — driving productivity, certainty and quality at scale.
